You will need to repair .Net Framework.
Note that the latest .Net is 3.5, which incldues updates to all previous versions. Multiple versions can co-exist on a PC and OneCare requires 2.0
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.

To remove a corrupt .Net Framework install, use this tool:

When exactly do you see this message, when you open One Care, when you try to enter the subscribers page on the One Care site? You can check your version of One Care by opening One Care>Help>About Windows Live One Care. You should have v.2.5.2900.24

That's .NET 2.0 version numbers, not OneCare's. I assume that .NET 2.0 isn't installed properly, though this should actually be .NET 3.5 SP1 at this point.
The real question here is whether this is a new installation of OneCare or one that's been installed for a while and working until recently. If it's new, .NET 2.0 was probably never installed properly, otherwise it may have been an update problem from 2.0 to 3.5 SP1, which I suspect is causing many of the issues we've seen lately.
