What "circles" are you going in? What happens when you proceed through activation? In order to activate, you need to sign in with a LiveID and then provide the retail key or purchase a subscription. What happens after you log in?

Hi,
I have the same problem! I suspect it is because I live in South Africa (we do not have all the Live Services available here).
The website opens and I can see all the Live Services (including OneCare Family but nothing related to OneCare itself). When I continue it fails and says "it seems like you need a subscription" and starts the cycle over again.
Can someone from the Live OneCare team please indicate if there is a country / region specific issue with activation?
Regards,
JamesA

See this post regarding Activation redirecting you to a page where you cannot activate, but are presented with a view of available Windows Live Products instead -

OneCare is not available for purchase (or activation) in South Africa.

Hi Steve,
I have tried to activate this program since I bought it in October... I enter the 25 digits product key and am told that it already exists....and need an associate subscription.. I click activate token, type in the 25 digits again and the circle starts over, "Product key entered is already in use..Message 8059 " Icon on both computers is red.... How do I fix this...
