Before my free time ran out I was offered windows live onecare for 29.95 and was charged 49.95 for it and I am trying to figure out why that is. I would be thankfull for Any help. Also who would I contact to get this matter taking care of

The special offer for users of the 2.0 beta (In the US, 29.95) required that you visit a special link, log in, and provide payment information. Upon completion of the purchase, you would then be given a special installation download that did not require activation since it was already activated during purchase.
If you simply purchased during activation after installing from http://onecare.live.com you were charged full price.
You can contact support to cancel your subscription and obtain a refund. You may want to see http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=2753263&SiteID=2 - for a much better deal.

I encountered the same thing (got a pop up from OneCare saying I could subscribe for $29.95). When I attempted to subscribe, the price I was quoted was $49.99, so I didn't do it.
Like you, I'm trying to find some answers. I did however google it and got this:

Can you please explain your second paragraph. I have a trial offer which will expire in about 15 days. I got the link for the $29.95 subscription offer but lost it. I want to subscribe at the $29.95 price not the $49.95 price which comes up when I hit subscribe. Does you second paragraph mean I have to subscribe at $49.95 and then ask for a refund? (you confused me when you stated contacting support to cancel and obtain a refund---I don't want to cancel but just to subscribe at the lower price). Is there anyway I can get the link to the lower price again (will it be sent again or has it expired). I don't know if support will provide a partial refund. I do know that the subscription process charges the full retail price. If you have subscribed at the full retail price, you can try to get an adjustment, though I suspect that won't work, or you can cancel completely and the use a cheaper retail copy to activate a new subscription. The link I provided in the prior reply highlights a few of the current US retail deals.

When I click that link, I arrive at a page where I can begin activation for a 29.95 deal. I cannot tell you that it will work as I didn't proceed by clicking Go.

I used the link you provide and went thru the process of giving my credit card information and subscribing. I then got a message which thanked me for subscribing for a year fo $29.95. The message also said if I had One Care already installed on my computer (which I do because I have a trial subscription), then I should open OneCare and then click Activate. I opened OneCare but there is no activate button. (by the way, I also assumed maybe it didn't recognize I had OneCare already installed and so tried the icon on the acceptance message that said install OneCare--when I did so it said my computer already had OneCare installed). So how do I activate OneCare now that I have purchased it?

Open OneCare, click Help/About...
If a Subscription ID appears, you are activated.
If no subscription ID is shown (or it differs from the one you used to purchase at 29.95) you will probably need to reinstall OneCare, but double-check your PC date and time and also confirm that you are not using the beta - http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=2690424&SiteID=2 - if there is no Subscription ID and you have no link on the main OneCare interface for subscribe/activate.

I have the same problem as wll, but the link http://get.live.com/onecare/CC2995?wa=wsignin1.0 would not accept payment info. The CC# etc. kept being removed on a send or update.Friday, February 1, 2008 12:45 AM

If your credit card information - name, address, number, date - included any punctuation, it doesn't error, but loops you back for input to correct the data. Not very helpful, unfortunately, when that happens.

Well, for a special offer, there is a special path to follow.
The normal purchase flow should be pretty easy, assuming you already have a LiveID - you click subscribe in OneCare and then provide payment info or you provide a retail product key.
It can be a bit harder than it should be, though, especially when you encounter an error in the path.

This was a special offer situation. I don't know if there are any current offers. However, you might do well looking for OneCare at retail, online or in stores, for a discounted price and you can renew your subscription with the retail key from the box at http://billing.microsoft.com
