Microsoft hasn't announced the editions of CRM 2011 that will be available, so although there will probably be a workgroup-like edition, we're not sure yet. But there will be an upgrade path from CRM 4.0 Workgroup Edition to CRM 2011.
Worth noting that the Workgroup Edition is strictly limited to 5 users. If you want to ever add a 6th user, you will have to purchase and install Professional Edition then redeploy your Workgroup Edition database to the new Professional Edition server. For
this reason, almost all prospective customers I've worked with choose CRM Online, partner-hosted CRM or buy the Professional Edition.
