Sometimes they're locked because the discussion went way off track. Other times they're locked because they're stickied to the top of various forums.
For the former, if the threads aren't valuable, they should be removed. For the latter, they got stickied for a reason, and probably before a group of folks got a chance to vote on them.
I can't think of reasons why voting would be a bad thing for locked threads. Anyone have some examples of where this wouldn't be appropriate?
