WSUS - Needed Count vs others (declining updates)

I need someone to expain in better detail what is the best way to know what updates to decline and keep.
1) Using supersedence as a guide - I have declined all supersceded updates.
2) A co-worker wants us to change to the method of declining so needed count = 0
I just want to understand it better. I don't want to decline an update that really should be approved.
What is the best way to do this?
