Error Message: There is a problem sending command to program

I cannot open Office programs and files from the outside on the desktop or clicking on an icon in explorer with out getting the message: There is a problem sending command to program. I contacted support and they gave me several step by step things to do but none of them worked.

I have uploaded service packs from Microsoft site. I am using Windows 7 home premium editions
