Hi John,

Your best bet might be to download the Project SDK at look at the Reporting database schema, this will help you identifiy where the data is stored.

Alternatively it might be better to engage with your local EPM partner to help you create this report.

Another key challenge with this report is whether you have the data sufficiently tagged via custom fields, line classes, etc. to do the break out in a query. This is not a simple report as a result.
