    So is it possible to create a "root" shared folder to house many sub folders and share specific users to only some sub folders? ie. have \\server\webdev\design\ and \\server\webdev\writer\ and only allow a specified user to see only the sub folder design and not writer? Is that possible?

    It's not supported (and other users that have tried ended up with weird permissions issues).
