Just to add to Carey's post, OEM SLP versions of Windows only come pre-installed on PCs from the factory and an OEM SLP versions of Windows can only run on the PCs originally came with it. So as Carey explained, since this PC was built in 2006 (before Windows 7 was created) it couldn't have originally come with that OEM version of Windows 7 and as such can't run an OEM version of Windows 7.
Your options are:
a) Revert to the version of Windows that Originally came with this PC (likely Vista). You can contact the manufacturer of that PC to get a replacment copy of the Windows that Originally came with the PC.
b) Purchase a retail copy of Windows 7 and install it on this PC.
