You can setup this type of alert on Leads and Opportunities through a workflow. As far as setting up the email you would need an email router configured in order for CRM to send the outgoing emails. The workflow can be configured to send to the owner of
the record or any other user field on the record based on your business need.
You can also use CRM Outlook Client, which allows to send emails without configuring the email router. When you get your alerts working, then change to use email router.
