After formatting my computer and reinstalling Windows XP, I found that I couldn't connect to the online activation process even though I was browsing the net at the time but thankfully I managed to get around this with a phone call activation.
However, my problem is still there as now I can't download any files from the Microsoft web page. I am attempting to download Windows Installer 3.1 but after clicking 'continue' to complete the validation process and download the file, it takes me to an error page saying that my time and date are not set correctly. The time and date were set correctly however but I decided to change it by a few minutes just to see if that would kick the system into gear, however no such luck.
Can someone please explain to me how to fix this problem and why this is a problem in the first place as I don't see how it could possibly matter whether the time and date are set correctly as I don't see how that could prove if my copy of Windows XP is legitimate or not.

Please follow these steps for assistance:
Step 1 is to run the utility at this link http://go.microsoft.com/fwlink/?linkid=52012, then click the Windows tab, click the "Copy" button, then paste the report into a response in this thread.
Step 2 is to look on the computer or with the materials you received with the computer or with your retail purchase of Windows to see if you have a Certificate of Authenticity (COA). If you have one, tell us about the COA. Tell us:
1. What edition of Windows XP is it for, Home, Pro, or Media Center, or another version of Windows?
2. Does it read "OEM Software" or "OEM Product" in black lettering?
3. Or, does it have the computer manufacturer's name in black lettering?
4. DO NOT post the Product Key.

Note: If the "Resolve" button on the Windows tab is NOT grayed out, that means the Utility found problems with your installation of Windows that it may be able to repair on its own. Please click the "Resolve" button and follow any displayed instructions.
Some cryptographic functions used within Windows XP rely on the synchronization of time, date, and time zone with Microsoft servers in order to function properly. It would seem that this function within your installation of XP may not be working properly, which will hopefully show up on the report generated by the utility above.

After making this post I got an error "The system cannot find the specified file." and left me with a blank page. Please go to http://www.microsoft.com/Genuine/diag and click the “Start Diagnostic" button. The next screen will check a number of setting on your computer needed for the validation process to be successful. If any of the settings are detected as incorrect, click the "Resolve" button and you will be provided with step by step instructions on how to resolve the issue. Once done, re-try the check and if all passes, then click the “Validate Windows” button. Once done, you should be able to download any updates available.

Been there, done that, doesn't do anything.
One thing I noticed in the Date an Time Properties is that when I click the Internet Time tab and try and update the time through either of the two servers, I can't connect to them. Is it possible that my firewall has blocked their connections?Saturday, June 2, 2007 2:57 AM -

That's what I'm thinking. This error code 80004005 which is displayed in the last line of the first section of the report normally indicates a failure of some component on the computer as it tries to communicate with Microsoft servers.
Please make the necessary adjustments in your firewall program (or, less desireably, temporarily disable it) and try again.

I just tried disabling both AVG firewall and Windows firewall and found no improvement in the situation. I'm left with 2 things I can think of, one being a software conflict (Although I highly doubt it as I could use it before formatting with lots of corrupted files.) and the other being a corrupt Windows install.
