I deleted the lowerfilter entry in the registry and when reboot, it says 'An unauthorized change was made to windows'..and the options are only two - Learn more online or close. I try to validate but it won't either. So I am well, in a mess. Appreciate soem urgent help. WGA diag result below. Lots of 'file mismatch'

These lines means that the critical system files has been tampered/modified or became corrupt.Vista sees these tampered files as an attempt to bypass Vista's security.
to resolve the issue, you need to repair the files.
First try repairing Windows using System Restore: (disregard this set of steps as you have already stated there are no restore points available)
1) Reboot Vista into Safe Mode
2) Go to Control Panel
3) On the left hand side of the Control Panel window, Click on "Classic View"
4) Double-click "Backup and Restore Center"
5) On the left hand side of the window, click "Repair Windows using system restore"
6) Select "Choose Different Restore Point", Put a check in the box that says "Show restore points older than 5 days", select the restore point that corresponds to the date Before you first noticed the issue.
7) Click the "Next" button.
8) Reboot back into Normal mode
9) Vista should no longer be in Reduced Functionality mode
If that doesn't work, we'll try doing a System Scan. The scan will look for bad Vista files and will attempt to repair them, if possible.
1) Login to Vista in Normal Mode (not safe mode)
2) Launch an Internet Browser
3) Type: %windir%\system32\ in the browser's address field
4) Scroll down till you find the file cmd.exe
5) Right-click the file and select 'Run as Administrator'
6) In the CMD window, type: sfc /scannow
Reboot twice and see if that resolves the issue.
If the above steps do not resolve the issue, my only other suggestions would to either contact Vista support at http://support.microsoft.com and see if they have any alternatives or reinstall Vista.

And don't ask me to do system restore because I have no restore points before this disaster.
Well, so I try to reinstall Vista. Another set of nightmare begins.
I do a clean reboot but it won't let me install bcos this vista verison is an upgrade.
I have to install form WITHIN windows. I switch it on with its reduce functionality. And guess what? It wont let me reinstall from within Windows either. Hey, this is reduced-function after all!
What about safe mode? That is even worse. It boots up and then it is stuck when you try to click on any icon.
I have paid thousand to Microsoft, not to mention all the time wasted tryign to resolve this..and the reduce functionality sets in, choking and reduce me to a complete non user.
Thanks Microsoft for killign your loyal customers...not that we have a choice, do we?

These lines means that the critical system files has been tampered/modified or became corrupt.Vista sees these tampered files as an attempt to bypass Vista's security.
to resolve the issue, you need to repair the files.
First try repairing Windows using System Restore: (disregard this set of steps as you have already stated there are no restore points available)
1) Reboot Vista into Safe Mode
2) Go to Control Panel
3) On the left hand side of the Control Panel window, Click on "Classic View"
4) Double-click "Backup and Restore Center"
5) On the left hand side of the window, click "Repair Windows using system restore"
6) Select "Choose Different Restore Point", Put a check in the box that says "Show restore points older than 5 days", select the restore point that corresponds to the date Before you first noticed the issue.
7) Click the "Next" button.
8) Reboot back into Normal mode
9) Vista should no longer be in Reduced Functionality mode
If that doesn't work, we'll try doing a System Scan. The scan will look for bad Vista files and will attempt to repair them, if possible.
1) Login to Vista in Normal Mode (not safe mode)
2) Launch an Internet Browser
3) Type: %windir%\system32\ in the browser's address field
4) Scroll down till you find the file cmd.exe
5) Right-click the file and select 'Run as Administrator'
6) In the CMD window, type: sfc /scannow
Reboot twice and see if that resolves the issue.
If the above steps do not resolve the issue, my only other suggestions would to either contact Vista support at http://support.microsoft.com and see if they have any alternatives or reinstall Vista.
