Great question. Back when we first launched WSL, we explored whether to have a WSL MSDN forum. However, we got strong feedback from our community that they'd prefer a GitHub Issues repo instead, so we created and maintain an active and passionate community over at https://github.com/microsoft/wsl - we look forward to hearing from you there :)
And if you'd like to reach out to ask WSL & Console related questions, feel free to follow/reach-out to @tara_msft, and @richturn_msft.
Also, if you'd like to stay up to date on news and announcements, be sure to visit our blog where we post regularly on command-line oriented topics including WSL, Console, etc.

For something this popular it sure deserves its own forum. Anyone listening at MS?
