I am an MCT in a non-English speaking country. There are many MOC courses that are translated into other languages, including my native Spanish. Note that the translated version has a different course number, for example, the Spanish version of 2780 is course
number 5406.
When you need to teach a course that is not translated, you just teach the English version. When I have to do that, I display the slides in English, but I explain them to the students in Spanish. When it comes the time to do the labs, I usually find that
the students can read English well enough to follow the written instructions. When they don't, I convert the lab into a guided practice.
As to some of your other questions:
You can teach anything that you want using any materials that you want, as long as it is a
private class. If you choose to use MOC materials, then they need to be purchased by a certified partner; you cannot purchase them yourself directly from Microsoft.
If you want to teach a public class using official courseware, then it can only be done at a CPLS. The CPLS is required to hire an MCT to teach these classes, and they are also required to use the MTM evaluations. If you teach a private
class yourself, then you may use MTM but you are not required to.
