can not remove a conflicting program

i am trying to install the onecare program and am stuck at the screen that resolves conflicting program, i had two it removed one the other trend micro pc cillin stays there after i select remove the program, it comes up again as conflicting. i went to the install/uninstall programs from the control panel and the trend micro pc illin will not uninstall utilizing that method either i get an "error deleting program" "can not delete Tmmdshell.dll access is denied". any ideas / suggestions are much appreciated

Usually each security publisher provides specialized un-install programs to completely remove their own products:

But, If 2007 was not your version of PC-cillin Internet Security, you'll probably need to check with Trend Micro.

Thank you for visiting the Live OneCare program forums. How to questions in regards to Trend Micro are off topic for this forum. You would need to contact Trend Micro for continued support.
However, at this point, I can't be honestly sure of everything you have tried to do - to get rid of Trend Micro. If you did add/remove programs, removed it, then rebooted and checked your startup to make sure it was gone out of there, and then removed the folder from your C: drive, then I'm not sure what else is left to try short of checking your system registry. Bottom line, if a program did this to my personal machine, I'd do a complete factory reinstall and I'm not kidding. So many things can go wrong by altering the system registry, or altering your startup registry. So, if you are not an advanced user, I'd start fresh using your recovery media. There are so many things to make sure of if you do a restore, make sure to take some time to think about all of what you will need after your restore has completed.
That's the bummer part in regards to programs when they don't completely uninstall. They can be a headache later.

Access to Tmmdshell.dll is probably being denied because the file is in use. First disable PC-cillin before trying to uninstall it. If that doesn’t work, try uninstalling it in Safe Mode, or prevent the program’s startup with msconfig before attempting to uninstall it.
