Expose Administration Section to non-Administrator RRS feed

    How do I expose the System-Administration' section to a User (non-Administrator) through security roles.  I need one user outside of the system administrator/customizer to be able to Edit ALL of the organizations Users (but not Create). 

    I currently have it configured as:

    User: Create = Null, Read = Org, Write = Org, Append = Org, Append To = Org

    What happens when you provide a user with the security with the privileges you have described? Does this achieve the desired result? What other things have you tried in your test environment?
