Migrate WHS V1 server backups to Vail

If you have a server backup drive on WHS V1, can you disconnect that drive, install Vail on existing system, connect WHS V1 server backup drive and restore your folders from that backup drive.

You can't "restore" it in the sense that you can use the Server backup functionality in Vail to restore from the drive. It's a different format, and there are differences in the default shares that would make that a bit challenging. You can, however, connect the drive to a computer and copy the files into your shares.

However, whs v1 backups store the data in folders marked with the date the backup was performed (I'm assuming they are incremental) so which "folders" should be copied over?

Just like home computer backups, every backup is a "full" backup of whatever shares you backed up.
