@Mike Laughlin How do you make signature like that you have with those bears?
You can create a signature by going into the 'Quick Access' dropdown and selecting 'My settings'. There's a signature section there where you can use standard HTML.
A word of caution though - if you're going to use an image, make sure you control the location it's linked from. The last thing you want is some third party site being able to break or change your image. Additionally, make sure it's small and non-intrusive. Some people don't like the concept of image signatures (especially animated ones).

What do you mean by 'here'? If you're asking about this forum in particular (which exists in all three brandings [TechNet, MSDN, and Microsoft]), we answer questions about the forums platform itself and it is also used to report problems with the platform.
And how did you become a moderator here?
I lurked here for months and learned the ropes. After I knew what I was talking about I started responding to questions. After awhile of doing that I was granted Answerer permissions, which was followed up with Moderator permissions about a year later.

What is the purpose of having a community without a purpose?
There are a few product forums there that do not exist in TechNet or MSDN. That's about it.
Also, is it possible to contact MS from here?
There are some MSFT employees who can be found in several of the TechNet/MSDN forums, but 99% of us are community members.

When a forum is closed it is archived and set to read-only mode so no new posts but still searchable.
