The Office status of Microsoft Office Professional Edition 2003 - 114 Blocked VLK 2 is assigned to installations of Office 2003 with one specific product key that ends in 3HFDY. It is one of the two most widely pirated Office product keys.
Presumably your current and valid Volume Licensing Key is not that specific key. If not, you'll want to use a third party utility, or the procedure in this MS KB http://support.microsoft.com/default.aspx/kb/895456, to change the current nongenuine VLK to your genuine VLK, which will correct the problem.

One other possibility is that at one time your computer did have a Genuine installation of Office installed, but for some reason it was replaced with the current installation which is nongenuine. This could have happened if you took your computer to a repair shop and they reinstalled Windows and/or some or all of your programs. You Get Genuine once again by uninstalling the current nongenuine installation of Office and using your Genuine Microsoft hologrammed Office installation CDs, along with the genuine Product Key found on your Office Edition's Certificate of Authenticity, to put back the genuine installation of Office you may have already had on the computer.

That is very odd, I am the IT dept for our company, and that is a corp computer, and used the license key and download from the eopen website. this computer has never left the office.
So I will reinstall and try that. but I find it hard our key got out and was abused.
