Hi,

Someone hacked my hotmail account and then used it to send marketing mails for a shopping site to all of my contact. how can i make sure that it doesn't happens again.

If your account is still not in your hands, contact Support of Hotmail http://support.live.com/ ... this is support forum for Windows Live Writer...

How? There its a lot of way, have strong password, dont save him on computer, dont access it from computer without firewall / antivir / properly updated operating system... and be careful and so...
