Hi,
There is an out-of-box workflow which sends an email to users on creation of a custom entity instance after check some conditions. It is working fine on one organization. But on another organization of a different system with Security Role other than System Administrator, mails are created as draft and are not sent.

Please check if the user that is being set as the Sender has the email id setup. Also check if the sender of the email is otherwise being able to send the email manually for the same record.
Also ensure the Append to and Append permissions are assigned to the sender as well as the owner of the email.
Is the owner different from the sender? If so do they have the permission to send mail on behalf of?
Just a few pointers for you to check to help identify the cause...

Also openup the user record and check what email settings are setup for the user.
If the user is using outlook to send email then. outlook has to open for the administartor to send the email, if it is using email router to send the email, then check email router is setup properly.
