Answers

  • OEM System Builder licenses do not allow a change of computer - and virtualizing a machine has the effect of creating a new computer.

    In addition, if the 'old' Windows install still exists, then you are breaking the 'one license, one install' rules.

    OEM licenses are not recommended for virtual machines, since upgrades to the Host and /or the Virtual program may cause the machine to go out-of-tolerance with respect to licensing.
