    I did this a lot but mainly when the Title was something like "Help me, please" when it was immediately clear the Title wasn't helpful.

    If there's a technical question in the Title to do what you want means first to compare every title with the content of the post to see if the Title applies and then (not always easy) you need to think of a new title.

    It's far too much work to do for every post in busy forums

    Ya it involves much work. On the other hand as I mentioned, try to promote a group of users as editors who can edit those question titles/contents. In terms of search this benefits a lot.
