  Does CORTANA learn or is it static? I just got the HP Windows 10 and it says that Cortana will learn frequently used words but even a simple "Hello" makes it freeze. Anyone?

  Yes, basically CORTANA "learn". Cortana is an intelligent personal assistant. The more you use Cortana, the more personalized your experience will be, since it uses your previous data inorder to "learn" your personal preferences. You can read more in wikipedia, or at the TechNet Wiki.
