WLOC WON'T START

Question

happed a few days ago. resolved with accessing WLOC Help button and following
re-configuring start-up settings.
This time I can't access anything on WLOC.
Acer Veriton 6900 Pro Windows Pro all updates;

I suggest uninstalling One Care, run the install cleanup tool - http://social.microsoft.com/Forums/en-US/onecareinstallandactivate/thread/399071e2-49dc-4767-932d-d261e3965943 then reinstaaall One Care. If the issue persists after reinstallation please contact support. Thank you. I will certainly keep this for reference.
I noticed in the interim that what's been different, WLOC starting / not starting,
in most cases a "failed to initialize" pop-up appearing, is:]
an "ATT Self-Support Tool" program wasn't starting as it
ordinarily does.
I've had serious problems with that program before.
I've never known it to solve any software issue whatsoever.
It certainly has consistently interfered with the normal operation
of my computer, with some regularity, and I've tried unsuccessfully
in the past to ditch it.
I'm personally confident I can solve periodic WLOC and other issues
by eliminating the ATT Self-Support Tool.
Absolutely any assistance in doing so (I've been unable to) would be

Now I did a System Restore and all is fine.
Frankly I'm clueless as to what the offending
program was.
