duplication rules avoiding contacts with transposed names

  Trying to find out how to avoid duplicate contacts in CRM 2013.  Two different contacts are in the current system one being "John Doe" and the other being "Doe, John".  I want to find out how to stop those from being created or get a duplicate warning when trying to create names such as those moving forward.
