.NET Framework Initialization Error .dll could not be started

I get this error every time I turn on My pc. I uninstalled .NET framework 1.1 to try to fix My MEDIA CENTER but then i tried to update to service pack 1 and it gave me errors and could not installed .Net framework 1.1 is installed but i dont know what the problem seems to be. screen shot
