Custom Reports for MS Project Server without access to Reporting Database

  One option could be to use OLAP Cube Database if you have got access to it.

  Check if it helps to your requirement.

  Hello,

  If you are using Project Server 2013 or 2016 why not use the Odata Reporting API?
