Scenario:
There is a long post that covers more than the visible page on your PC.
You can see from what you can see of the post (subject and the first section of the text) that the post is Off-Topic and you want to first Reply to it saying why it is off-topic that you are Moving it.
The present UI forces you to scroll below the entire text (a text that doesn't interest you at all) in order to find the Reply button.
Solution:
There is space on the same line as Edit (and, for Moderators, Move) - add a second Reply button there.
