Your machine was constructed in 2006 - over 3 years before the release of Windows 7, and before even the release of Vista.
Is there a COA sticker for Windows XP on the case?
If so, you can try installing that version of Windows if you can acquire the disks necessary. You may want to contact Dell and see if they have Recovery media available for this machine.

Unfortunately, your installed copy of Windows 7 Ultimate is counterfeit. You will need to purchase a genuine version of Windows and perform a "clean install".
