unified write filter isn't doing anything

I am running Windows 10 LTSC 2019 x64 bit. The uwf is fully configured and the get-config command returns exactly what I would expect. I am using defaults for the most part. RAM overlay of 1024MB, no exclusions for now. My PC only has one drive. It is a SSD with a C: volume. The C: Volume is protected. I have ensured that Fast Boot is disabled. For some reason, the write filter seems to be doing nothing. I can make changes and those changes all persist through a reboot and even a full power off. I am not sure if this is a clue, but if I type 'uwfmgr overlay get-availablespace' it always returns 0MB. Similar, if I make a bunch of changes to the C: drive and other directories, the command 'uwfmgr overlay get-consumption' always returns 0MB. Any advice is much appreciated.
