Creating a Device Stage Package RRS feed

I'm researching the possibility of using Device Stage for some non-standard USB devices. Device Stage LaunchDeviceStageOnDeviceConnect doesn't seem to be working for me. The behavior I'm seeing follows the following.

    1. Install my Device Stage Package
    2. Plug in my device (this is not the first time it has been connected)
    3. Notice that no Device Stage is launched.
    4. Navigate to "Devices and Printers", find my Device, Double-Click to launch its Device Stage
    5. It's Device Stage comes up, but there are two task bar entries (huh?)

According to this forum, I should be getting a taskbar device stage when the device is connected (yes LaunchDeviceStageOnDeviceconnect is set to true).

Also, I found this documentation about the xml element. However it says that this element will be ignored under some circumstances...but it doesn't say what the circumstances are...

    Questions:

    1. Is this expected? Why?
    2. What can be done to make full Device Stage launch on first device connect and taskbar Device Stage launch after first connect?
    3. Does my device have to be a specific device category (its more of a Sensor or Input.Digitizer type) for this to work?
