Exchange 2007 Install Error

Hello,

I have been trying to install Exchange 2007 using the SP3 installer in order to have Management Tools on my pc and I keep encountering the following error:

@UA: Unable to find the default.htm file, setup.exe terminating

I have IIS installed and UAC set to never notify. I am also right-clicking the exe and choosing Run as Administrator. Has anyone seen this issue? If so, how did you fix it?
