what forums can I search for answers to why I can't seem to install windows 4.5 installer

I'm completely unfamalier with how this is supposed to work or how to select the appro catagory

I'd be really grateful if anyone could help. I really need to know the exact steps just to get to the right forum. really. Thank you very much
