Because you will end up to have highly paid sales User A that wants to have the things in a certain way and highly paid sales User B that wants to have the things in another ways.
So instead to let them making a mess, they give their requests to the CRM administrator (or the project manager, or who is in charge) that will look at their requirements and decide the way how the things should be done as a "company" and not by
a single decision by an highly paid sales User.
