Computer will not boot up

Using Windows Vista Home Premium. Computer was shut off, trying to boot up, stops at a Dell page, tried tapping F12 key to get menu but will not work. Any ideas?
Tapped F8 key, never reaches Windows logo page- Edited by SM617 Sunday, April 1, 2012 8:17 PM

Please see: What are the system recovery options in Windows Vista?. Try using the System Restore procedure first. If that doesn't work, proceed with the Startup Repair procedure. You will need your Dell Windows Vista Reinstallation disc. If you do not have one, please see: Request Dell Backup Discs.
