Is it possible to change the database collation when upgrading from Dynamics CRM V4 to 2011 onprem? Has anyone tried this?

Download the implementation guide and take a look.

I poked through it and it makes recommendation, but doesn't seem to say it's not. It also shows what types of collation sorts are supported. Just do a search in the .CHM file included for collation and you find all you need to know.

For your information : When it is possible to change the required SQL collation, but by default the SQL collation is set on the basis of the base language installed thereby it is also advisable to see through how it behaves when changed, here is a nice article which explains SQL collations in and out.
