Windows 7 Ultimate - activation issue

I need some help with a Windows 7 activation issue. I get an error code 0x80072F8F when I try and activate. The error description just says "A security error occurred".
I am an MS partner and action pack subscriber and this key is being applied to a new PC.
The only explanation I can think of is a BIOS reset that I was forced to perform and I am worried this is the cause of the error since AP holders can only license one copy of the software.
It has not been distributed and I would very much like a solution since the software is certainly genuine I am licensed to use it.

I have checked the key and it is Valid and Genuine.
What happens when you activate by Phone?
To activate by Phone: Click the Start button, and type: slui 4 in the search field and then press the "Enter" key. This will bring up the Activate by Phone dialog window. Follow the steps provided by the window.
Note: If you are unable to activate through the automated phone prompt, call again, but this time, either select the option to talk to a Live Rep or if there is no option, do not enter anything into the phone. This should force the automated phone prompt to transfer you to a Live Rep
