CRM 2013 goal security to recalculate goal

  Hi All;

  I had created a goal when i change the Manager to say ABC and then enter recalculate .. it recalculate the goal 

  but when i enter a different Manger say XYZ it dont recalculate the goal

  I am sure it is a security issue but cant figure it out

  Any help on this much appreciated
