You need to have the a installation DVD or USB stick to setup Windows 8 on a blank device. If the device already has Windows 7 then you can perform an upgrade by starting the setup.exe from a local folder, usb stick or DVD that contains the installation
files.
The Windows 7 USB DVD Download tool can help to make a bootable USB from a Windows 7/8 setup ISO file
