The form is based on the IE language setting. So, if it is UK English, you will get a form for a UK billing address and payment is expected from a UK provider. Since you are in Spain, you would need to set the IE language default to be Spanish - Spain. This would give you the form for a Spanish address and the credit card information should then be accepted.
Open IE and in Tools/Internet Options, verify that your language setting is correct for your country.
If it is not, click "Add" to select your language and country combination from the list.
Make that selection the default. It should appear at the top of the list.
Remove or demote other entries that are not appropriate for your country.

Hello,
I'm using OneCare on a UK computer IE is all set to UK English, however when I originaly purchaced OneCare it was done in France with IE in french.
My problem is that now I have to renew my subscription, the billing page still comes up in French and requests that I use a french card, pay in euros, and have a french billing address. (None of these are still possible)
As I said, IE is in English now so I'm a bit stumped as to how I can change this.

I believe that your best bet would be to uninstall OneCare and then create a new subscription with a new LiveID. I'm not sure if you can change the Billing account information otherwise, but you can check into that possibility by signing in at http://billing.microsoft.com or by contacting customer service.
