Visual C++ fails to recognize installation package as valid during Visual C++ 2017 x64 install

It fails to find a valid package at C:\ProgramData\Package Cache\{8D50D8C6-1E3D-3BAB-B2B7-A5399EA1EBD1}v14.10.25008\packages\vcRuntimeMinimum_amd64\ so I look around and find it under a different folder, C:\ProgramData\Package Cache\{C77195A4-CEB8-38EE-BDD6-C46CB459EF6E}v14.15.26706\packages\vcRuntimeMinimum_amd64\vc_runtimeMinimum_x64.msi .
I think the problem is it wants to install 14.10.25008, but it should want the file for 14.15.26706.
This is clearly interfering with the latest Radeon driver install and the lack of this redist is making the computer super unstable.
