Hey,
There is a way to restrict access to the article.
Do you use the business division of the CRM ? If yes, put all the IT user in the same sub-division and the rest of the user in other division.
Then change the security role : Article : privilege level division.
An IT user will be able to see article wich the owner is an IT user (Member of his division)
