Windows Live OneCare backs up your email if you select Mail in your backup plan settings. Note that Windows Live Mail stores the emails as individual files.
On Vista, these are located here:
C:\Users\[UserID]\AppData\Local\Microsoft\Windows Live Mail\
Each email account has a folder brnach under that folder and emails care stored within these folders as .eml files.
Windows Live Contacts are stored here on Vista:
C:\Users\[UserID]\AppData\Local\Microsoft\Windows Live Contacts with a folder for each LiveID that has been used for Windows Live Messenger or Windows Live Mail for logging in as the primary profile and a database and supporting files within.

OneCare is at "end of life" - Announcement 11/18/08
if you choose to subscribe, it is $49.95 for 12 months, but at the end of your subscription, you will not be able to renew.
Pretty much any backup program should be able to back up your email and contacts from Windows Live Mail. You can also use the Export function within Windows Live Mail to export the emails to an external drive or other location - that would be free.
And, finally, if you are using Windows Live Mail with Hotmail, all of your mail remains on the server anyway, unless you have switched the access method to POP/SMTP, so backup locally is a moot point if you use Hotmail as your email program and contacts are also synchronized to the server.
If you are using Windows Live Mail with your ISP's POP mail, then you would want to look at backup for your email.
