I tried to move the file but it will not let me do to administrator issues. I am the administrator.

These troubleshooting steps have worked for many failed windows 7 > windows 10 upgrades:
Replace C:\Windows10Upgrade\wimgapi.dll with the one from C:\Windows\System32\wimgapi.dll
1) Open file explorer
2) Click this PC
3) Click C: (or whichever drive you have installed windows)
4) Click on the Windows folder
5) Click on the System32 folder
6) Scroll down to the Windows imaging library application extension: Wimgapi.dll
7) right click > copy or control C to copy
8) go back with the file explorer back arrow or close the folder
9) find the windows10upgrade folder and paste the wingapi.dll into the folder using control v.
10) there should be a prompt to replace > type Y
