Activating Windows 7 Ultimate

I upgraded from Windows 7 Home edition to Windows 7 Ultimate and when I try to activate my license using a correctly typed Product Key I get the following message:

The following error occurred while trying to use the product key:

Code:

0xC004F061

Description:

The software licensing service determined that this specified product key can only be used for upgrading, not for clean installations.

I did not do a clean installation, I upgraded from Windows 7 Home. What do I do to fix this?
