The contract should move from Invoiced status to Active status once the Contract Start Date is met. You should be able to make the association to a Contract that is in Active status. Try creating a test Contract with a Start Date in the past and an End Date in the future, select the Invoice Action, wait until the Contract goes into Active Status and then try the action again.

Is this your custom view. Open your view. Click on advanced find.
Eid filter and set this filter
StatusCode Equals "Active".
If it is system defined view, Please check if Active contract exits. A Contract become active only once the contract start date reaches. Before that a contract remains in "Invoiced State" so may be your contract is still in "Invoiced State".

i think
1) contract has to be active first of all in the dates
2) secondly contract has to be for the same customer, did you selected the right customer.
