When you mean a new CPU, do you actually mean a new processor, or a new motherboard?
Your motherboard is showing as being a retail one - and that automatically invalidates an OEM_SLP License.

OEM Licenses are only valid on the FIRST motherboard on which they are installed - and OEM_SLP Licenses depend for self-activation on the BIOS SLIC table that should be present in an OEM Motherboard.
