Windows 7 Ultimate (64-bit) Activation failure

Question

I receive the following message: "The product key you typed has been blocked from use by Microsoft". I have phoned the activation phone number with no luck. The error code is 0xC004C003 (The activation server determined the specified product key has been blocked). The "Validate Windows" process on Microsoft's website has confirmed over and over again that this is Genuine, as has the Diagnostic Report below.
I am based in the United Kingdom. I bought this copy of Windows 7 Ultimate factory sealed with 32-bit and 64-bit DVDs off eBay, albeit from a trusted source with a 100% seller record.
The installation ID is:

Gluben,
Have you spoken to the seller? You have up to 45 days to file a claim, I understand you wouldn't want to jump the gun of filing a claim but don't wait too long.
Darin, the board owner can verify the status of your key. If the key is valid then there may be another issue, check the packaging to see if it is intended for a geographical area other than the one you are in. Also go to www.microsoft.com/howtotell and compare your packaging and media to the samples on the site to determine if they are, in fact, valid or just wait for Darin to verify your key, that may not be until Tuesday or Wednesday of next week but you have plenty of time left on your grace period.
The problem with software on EBAY is that it may appear valid and may even activate the first time you install it but later on down the line it may become blacklisted if for some reason it is determined to be counterfeit or a stolen or abused key. The seller may not even know the software is counterfeit until licenses start getting flagged as non genuine.
I have checked the key and it has, in fact, been blocked. The Key is from an MSDN Subscription Account that either has been broken into and the key was stolen and is now being sold or the subscription owner is selling their own key.
Defintly contact the seller and arrange to return the software for a full refund. You may need to bring in eBay and/or Paypal if the seller doesn't want to return your money.
Thank you,

Hello Gluben,
First, please edit your post to remove the installation ID numbers---they are not needed.
Next, could you post a link to the auction you purchased Windows from?
Could you compare the materials you purchased with those shown here: http://www.microsoft.com/howtotell/product.aspx?pID=d73ebba4-e52e-4188-b1a3-874086bdd62a&cID=ea710cad-37b0-4975-bcd6-abfee19961df&method=oem&displaylang=en then click the "Purchased at retail" button.

Here is the link to the auction:
http://cgi.ebay.co.uk/ws/eBayISAPI.dll?ViewItem&item=330415898919&ssPageName=STRK:MEWNX:IT
Everything is correct and corresponds with the "Purchased at retail" COA.

Hello Gluben,
Thank you for providing the link.
Just to verify, did you receive:
1. Clear plastic rounded corner package with pivoting internal tray.
2. Certificate of Authenticity affixed to the exterior top of clear plastic box. CoA does not have the product key printed on it.
3. Two hologrammed installation discs inside the clear plastic package.
4. Yellow-orange Proof of License label affixed to the pivoting tray portion of the package--Proof of License label does have the Product Key printed on it----the portion of the product key reported by the mgadiag report (*****-*****-8B2QR-8JMP9-Y2RQM) exactly matches the corresponding portion of the product key printed on the Proof of License label.
Please post back and let us know....

I have not spoken to the seller yet, but I intend to on the Monday or Tuesday of next week.
Dan: Yes, all 4 of those things are present and correct on and inside the box. The CoA says "Made in USA" and "Win 7 Ult ROW DVD". Don't know if that makes a difference. I am in the UK, by the way.

I am suspicious about your copy, there have been some pretty good fakes around. Take a look at this link and compare the COA, the DVD and packaging to what is shown.

If Bertmace is correct you should probably talk to the seller, that or pay for an international phone call to the US activation center everytime you want to activate.

You're contributing to F.U.D., Technet/MSDN/Bizspark keys have similar range when it comes to the channel portion of the range. Just because some in the range of 065, 066 and 067 have been blocked does not mean that all in those ranges have been blocked. Furthermore this range only pertains to the Ultimate PID's, other SKU's will have differing PID ranges such as Premium (230ish), pro (220ish) and Volume (050). If they blocked every key in the 067 range they would have allot of irrate MSDN/technet account holders on thier hands. If someone has a blocked key, and the PID is in one of the ranges it is a good sign they were scammed by a rogue account holder but they could also be a legitimate TN key holder who has activated a key one to many times without realizing it ( which is why I only activate if that install is going to be in use more than 30 days).
